ALTO, Texas (TXAN 24) – In a video obtained by TXAN 24 News, Alto ISD Superintendent Kelly West is heard saying that the Federal Bureau of Investigation (FBI) was involved in investigating a stolen check incident involving the school district. However, federal records obtained through a Freedom of Information Act (FOIA) request appear to contradict that claim.
The FOIA response below shows no record of an FBI investigation into the theft — raising concerns about the accuracy of public statements made by the district’s top official.
The incident in question involves a reportedly stolen Alto ISD check that was issued to a vendor, for over $100,000, that many in the community believed would lead to a federal investigation.
Superintendent West’s statement suggested that the FBI had indeed stepped in. But official paperwork obtained by TXAN 24 News directly from the FBI indicates no such investigation ever took place.

The discrepancy has led to growing questions about transparency within Alto ISD and how the district has handled internal matters involving financial accountability.
